APPENDIX 'A'

Two Skoda locomotives costing £23,000 have been returned to the Chinese who have agreed to the deduction of this figure.

The other 5 locomotives were in poor condition when taken over. Their residual value in 1941 was estimated at £9,522.

The Chinese have based their claim at the rate of £24 per ton which is considered most excessive - Our valuation is £12. 10s. 0. (approximately) per ton.

This claim was based by the Chinese on the 1937 valuation of the wagons which did not allow for their condition in 1941. They were re-valued by War Supplies at £43,700.

The age of the locomotives when handed over by the Chinese, deterioration due to being sided for 3 years, and the absence of spare parts, justify our re-estimation of their value.
